Talk to Jamie Twirlson in the Bergen shop
Talk to the Hatmaker (in Bergen North, making a snowman)
Collect Perforated Tophat x2, Fluffy Fur x7 and Winter Thorn x5 from Bergen Trail
- Perforated Tophats are dropped by Karottos at high combat rank only
- Fluffy Fur is dropped by Young Frobbits and White Frobbits
- Winter Thorns are dropped by Omega and rarely Beta Lance and Pike Shrub botanics
Return to the Hatmaker to get the LV₂₀Proper Tophat
